Since 1st September 2015 all major developments within Greater London(shown in blue) are required to conform to the NRMM standards.
Certain areas within the Central Activity Zone (CAZ) and Canary Wharf (shown in orange) must also conform to a tighter emissions standard.

As of 1st September 2015 the NRMM standards apply to: All major developments Within Greater London Using NRMM between 37 and 560KW
All NRMM these standards apply to must conform to a set EU Engine Emissions Stage or have an exemption issued by the Greater London Authority. Other users of NRMM, such as people undertaking roadworks, are encouraged to meet the standards and may use this register to show that they are compliant.
There are tighter engine emissions standards for developments that fall within the central activity zone (CAZ) and Canary Wharf
From the 1st September 2020 tighter standards apply across Greater London, the CAZ and Canary Wharf, and all developments must use this site to record NRMM usage What is a major development?
Major developments are defined inthe Town and Country Planning (Development Management Procedure) (England) Order 2010 as residential developments of 10 dwellings or more (or, where the number is not given, 0.5 ha or more); and for all other uses, a floor space 1000 m2 or more or a site area 1 ha or more. The site area is that directly involved in some aspect of the development. Floor space is defined as the sum of floor area within the building measured externally to the external wall faces at each level. Basement car parks, rooftop plant rooms, caretakers flats etc. should be included in the floor space figure. Where is the NRMM Low Emission Zone?
The NRMM Low Emission Zone covers all Greater London. Tighter standards apply in the Central Activity Zone and Canary Wharf. What NRMM must conform?
All NRMM with a power of between 37KW and 560KW must conform. What Standard Applies?

Site managers at a major development sites in London, and all sites within the Central Activity Zones or Canary Wharf will need to maintain a list of all on-site NRMM using this website.
Contractors, sub-contractors and plant hire will need to ensure that their equipment is compliant and make sure they provide the information needed so that the site manager can complete the register.
The site developers are ultimately responsible for ensuring that their sites are compliant and should work with the companies they use to ensure that they are aware of the requirements and re able to meet them.
